The Galactic Council
The Galactic Council convenes every 26,000 years, at the precise moment when the solar system completes one full orbit around the galactic center. Seventy-two civilizations send delegates. Humanity has been sending observers — unacknowledged, unaccredited — for approximately four thousand years.
The Stellar Wars
The wars between galactic civilizations are not fought over territory — stars are abundant enough that no civilization is resource-limited by stellar proximity. They are fought over something more fundamental: which cosmology governs the physics of a given region. The winners determine what the laws of nature are, locally, for the next epoch.
The Ancient Ones
At the galactic core live civilizations so old that they have passed through their biological phase, their digital phase, their post-digital phase, and are now operating in modes that younger civilizations classify as physics rather than civilization. They are not indifferent to younger species — they simply exist at a temporal scale where empires look like mayflies.
