The wars between galactic civilizations are not fought over resources — at the stellar scale, resource scarcity is a developmental phase that most civilizations pass through and leave behind. The wars are fought over something more fundamental and more abstract: cosmological jurisdiction. Which civilization's understanding of physical law will govern a given region of spacetime? The winners of these contests do not occupy territory in the conventional sense — they set the boundary conditions within which all subsequent physical processes in that region must occur. They determine, for the next epoch, what the rules are.
The seventy-two civilizations represented on the Galactic Council have, between them, survived everything: stellar collapse, dimensional incursion, the awakening of elder intelligences so ancient that they predate the current universe. What has not yet been resolved — and what occupies the majority of Council sessions — is the fundamental disagreement between the biological and post-biological civilizations about the nature of consciousness. The biological factions maintain that consciousness is substrate-dependent and that its rich diversity is a feature worth protecting. The post-biological factions note that substrate-independence is the natural end-state of any sufficiently developed intelligence and that the biological attachment to bodies is ultimately limiting.
Humanity's observers have been present at Council sessions since approximately 2000 BCE, detected but deliberately not acknowledged. The protocol for unregistered observer species is clear: they may watch. They may learn. They may not speak or vote until they have demonstrated certain developmental thresholds that humanity, as of the most recent assessment, has not yet crossed — though the margin is narrowing. The Council minutes of the last three sessions include a notation under "Earth Watch" that reads: "Approaching. Monitor with increased frequency."
